Changes to your Pay Stub

2003 Payroll Tax Changes. Please be advised that the Social Security wage base for calendar year 2003 has been increased from $84,900 to $87,000. The Social Security tax rate for 2003 remains at 6.2 %, with a maximum tax of $5,394.

The Medicare tax rate continues to be 1.45 %, with no maximum. The New Jersey Department of Labor has advised us of the following changes, which are also effective January 1, 2003.

The State Unemployment and Temporary Disability Insurance maximum taxable wages for calendar year 2003 have increased from $23,500 to $23,900.

The Combined Unemployment/Disability Insurance tax rate for NJ remains at .925%. The maximum combined tax for 2003 is $221.08. The State has changed the way in which these taxes are allocated. For calendar year 2003 the allocations are as follows:

· State Temporary Disability Insurance Rate is .5%
· State Unemployment Insurance Rate is .1825%
· Workforce Development Partnership Tax Rate is .025%
· Supplemental Workforce Fund Tax Rate is .0175 %
· Health Care Subsidy Tax Rate is .20%

If you would like to make any changes to your federal or state withholdings for calendar year 2003, you may obtain a new W-4 form by calling the Payroll Office at ext. 2885 or you may find these forms on our web site: http://ww2.wpunj.edu/adminsrv/hr/newhr/payroll_forms.htm



Tuition Waiver Update

Effective Fall Semester 2003, the submission dates for Employee Tuition Waivers and Dependent Tuition Waivers have been changed as follows:

Fall semester forms are due May 30th.
Spring semester forms are due November 1st.

Note to CWA and IFPTE Members: Effective Spring Semester 2003, using your break times and lunch period are no longer acceptable as a method of making up time used for attending classes during your scheduled workday. A note advising the Office of Human Resources how this time will be offset is still required and should be approved by your supervisor. Those who have already submitted justification notes using the break times and/or lunch period must submit a revised note.

Reminder: If you have not submitted your Employee Tuition Waiver form or your Dependent Tuition Waiver form for the Spring Semester 2003 and wish to be considered for the waiver, please do so immediately.

Payroll and Benefits Online

Within the next few months, we will be introducing Payroll and Benefits Information Online. It will be a secure site where you can obtain information from your payroll and benefits records. The following is a list of some of the information that you will be able to access:

Beginning with the first paycheck in March 2003 we will no longer print and distribute direct deposit remittances to employees who have access to William Paterson Online. These employees will access their stubs through the secure site for each pay period and also have the ability to access stubs from any prior periods that they require. If you have any questions, please call the Payroll Office at ext. 2885.



Adjunct Information - Keep Us Informed

Departments hiring first-time adjunct faculty are asked to notify Julie Stanczak via e-mail and provide the following information: name, address and social security number. This will assist in more timely employment and wage processing. This request is in addition to the required FSPA procedure.

Please be sure to inform the new employees that new hire paperwork, including the Form I-9 identification documents, must be completed and returned to Office of Human Resources, College Hall.

For payroll purposes, verification of social security number is required; therefore, a copy of a social security card, Form W-2, Form 1040 or pay stub from another employer should be furnished.


PAR Reminder

Non-Facilities Employees: Interim Rating of the Performance Assessment Review (PAR) should be completed no later than January 31, 2003. Please send the completed and signed Interim Rating to the Office of Human Resources as soon as possible.

Facilities Employees: Final Ratings for Facilities employees not yet submitted should be completed, signed and sent to the Office of Human Resources immediately. Job Expectations and Essential Criteria are also due in the Office of Human Resources by January 31, 2003.

Is Your Beneficiary Information Up-to-Date?

You started working for the State of NJ right out of school, you were young and in love and engaged to the person you thought you would spend the rest of your life with. When you filled out your pension paperwork, you named that person as your beneficiary.

Twenty years have gone by, you married someone else and had three children. Guess who is going to remember you fondly when you die? Your ex-fiancée. You never changed your beneficiary information with the Division of Pensions and Benefits and they received all your death benefits. Your spouse and children won't get anything.

If you haven't updated your beneficiary information, do it now! Fill out a beneficiary form and mail it to the Division of Pensions and Benefits. You can download a beneficiary form from the Division of Pensions and Benefits web site http://www.state.nj.us/treasury/pensions/beneapp.pdf. or call the Benefits Department at ext. 2124.




How To Read Your Year End Form W-2 For 2002

Box 1-
Wages, Tips, Other Compensation (Federal Taxable Earnings) = Gross wages plus imputed income (taxable portion of your group life insurance coverage over $50,000) plus taxable tuition waivers minus pre-tax section 125 contributions (health, dental, unreimbursed medical or dependent care plans) minus your mandatory section 414H pension contributions minus section 403(b) (additional tax shelter plan) contributions minus section 457 deferred compensation contributions. If you received any federal taxable benefits from NJ disability, it has also been added into this box.
Box 2 -
Federal Income Tax Withheld = The total amount of Federal Withholding Tax withheld from your 2002 wages.
Box 3 -
Social Security Wages = Gross wages plus imputed income (taxable portion of your group life insurance coverage over $50,000) plus taxable tuition waivers minus pre-tax section 125 contributions. The maximum Social Security wages that were subject to taxation for 2001 are $80,400. If you received any Social Security taxable benefits from NJ disability, it has also been added into this box.
Box 4 -
Social Security Tax Withheld = The total amount of Social Security Tax Withheld from your 2002 wages.
Box 5-
Medicare Wages and Tips = Gross wages plus imputed income (taxable portion of your group life insurance coverage over $50,000) plus taxable tuition waiver minus pre-tax section 125 contributions. If you received any Medicare taxable benefits from NJ disability, it has been added into this box.

Social Security and Allocated Tips = Not Applicable to William Paterson University Employees.

Advance EIC Payment = This is the amount of Earned Income Credit that was applied to your paycheck in 2002 (if applicable).
Box 10 -
Dependent Care Benefits = This is the amount that you contributed to the State of New Jersey's Dependent Care Expense Plan in 2002.
Box 11 -
Non Qualified Plans = Not Applicable.
Box 12a -
Code C -Amount of imputed income from group life Insurance in excess of $50,000.
Box 12b -
Code G -Contributions you made to the section 457 deferred compensation plans.
Box 12c -
Code E-Contributions you made to the section 403B tax shelter plans.
Box B -
William Paterson University's Federal Identification number.
Box D -
Employee's Social Security number.
Box 13 -
"Y" under Retirement Plan - Denotes that you are a member of one of the State pension plans (ABP, TPAF, PFRS or PERS).
Box 14 -
other - 414H = contributions that you made to your pension plan. SECT-125 = pre-tax contributions you made to health, dental, unreimbursed medical or dependent care plan.
Box E -
Employee's Name Address and Zip Code.
Box 15 -
State and Employer's State ID Number - The tax identification number and the state abbreviation of the State to which you're taxable earnings have been reported. If you had earnings in PA and NJ during 2001, you will receive 2 separate Form W-2's.
Box 16 -
State Wages and Tips - NJ Employees Not Residing in PA = Gross wages plus imputed income (taxable portion of group life insurance coverage over $50,000) plus taxable tuition waivers.
Box 16 -
State Wages and Tips - PA Residents = Gross wages plus taxable tuition waivers minus pre-tax section 125 deductions.
Box 17 -
State Income Tax Withheld - The total amount of Federal Withholding Tax withheld from your 2002 wages.
Box 18 -
DI - NJ State disability tax withheld.
Box 19 -
UIHCWD - NJ unemployment, health care subsidy and workforce development fund taxes withheld.



New Jersey State Employees Charitable Campaign

What can you do in 2003 that will make a difference in someone's life?

Answer:
Contribute to the New Jersey State Employees Charitable Campaign. Your donation will make a difference in someone's life!

You have all received your pledge card and code book from the New Jersey Employee's Charitable Campaign. This year, we are trying to raise $12,000 for the campaign. We have raised $3,700 as of December 31st 2002. Please find the code book and fill out your pledge card and return it to Lou Szucs in the Payroll and Benefits Office. If every full-time employee gave just $1 per pay period, we could raise over $25,000 for charity this year.

Your donations can be made through biweekly payroll deductions (must be at least $1 per pay period for each designated agency); or you can send a check along with your pledge card. Your donations may be tax deductible. Please take a minute and look through the book; I am sure that you will find an organization that has helped you or a loved one in the past. Help make a difference in someone's life. If you did not receive your book and pledge card, call Lou Szucs at ext. 2885.

We'd like to share thoughts received from an employee who has already contributed to the campaign:

"I gladly donated to the Hospice Foundation of America. My life was touched this past year by the illness and death of someone very special.
